U.S. Department of Commerce Announces Final Ruling on Scope and Circumvention Petition

RESTON, VIRGINIA: Today, American Kitchen Cabinet Alliance (AKCA) and Kitchen Cabinet Manufacturers Association (KCMA) CEO Betsy Natz announced a major development in the organizations’ Scope and Circumvention Petition at the U.S. Department of Commerce (“Commerce”).

Commerce issued the final scope rulings on Wooden Cabinets and Vanities and Components Thereof (“WCV”) from China that were further processed in Malaysia and Vietnam. AKCA prevailed on virtually every issue that Commerce resolved in the final scope rulings.

Commerce determined that the WCV products of concern are covered by the antidumping and countervailing duty (“AD/CVD”) orders on China. Commerce also determined to implement a certification regime to ensure compliance with the scope rulings.

“This represents a huge victory for the domestic cabinet industry,” Natz stated. “These scope rulings ensure that Chinese-made WCV, even when processed in Malaysia and Vietnam, face the antidumping and countervailing duties that are designed to protect U.S. manufacturers from unfairly priced imports, thereby leveling the playing field.”

Natz continued, “In addition, the robust certification regime guarantees strict compliance, reinforcing the victory and securing fair market conditions for U.S. domestic cabinet producers, the American workers they employ, and the communities they support.”
